I was actually looking into something to fill in eyebrows as well and I was doing my research as usual on new makeup products and then I came across Maybelline Define A Brow pencil.
You basically fill in your eyebrows and do light strokes with this, then use the comb to set it and make it look more natural. It won an awards from Marie Claire, Seventeen, and Health magazine, so it must be a good product.

I've used just about every brow powder/pencil/gel out there. My absolute FAVORITE is Bare Escentuals brow powder. It's not expensive at all, I think $11 for a tiny pot of loose powder, but it lasts forever. I've been using it daily for more than a year and have only had to replace it once. You can find it at any Sephora, Ulta, or Bare Escentuals store. I apply it with an angled eye brush that I got at CVS for like $3.
I recently picked up L'oreal's Brow Stylist pencil when it was on sale at CVS and was pretty surprised by how much I like it. I find that powders look more natural because you won't have any harsh lines, but I like the subtle definition that this pencil brings. It's also matched my blonde hair perfectly, which is hard to find with a brow pencil (they're usually too orange or too dark). If you really want to stick with drugstore products, check this out.
I've used eyeshadows for my brows before and it works pretty well, I'd say about as well as a brow powder, but isn't as easy to apply as a loose powder. If you're going to try to find an eyeshadow to match your brows, I would really highly recommend going to MAC. That's where I went and they were able to find the perfect match for me ("Soba") so I didn't have to spend time or money guessing.
