Good foundation for dry, extremely pale skin?

I have incredibly pale, dead white skin (like redhead/goth pale, except I am neither). I am looking for a foundation and concealer to match my skin ton, but I'm having a horrible time finding anything. Right now I'm using the tiniest dusting of CoverGirl mineral foundation (in the palest shade the carry), but if I put enough on to even out my skin, I get a very noticeable ring around my face. I also have very very dry skin, so liquid/whipped/cream-to-powder foundation would be the best, but it's all too dark!
I have some acne scars on my cheeks I'm trying to cover up, along with a perpetually red nose, otherwise I'd just not wear any.
I have tried the palest shades in:
    CoverGirl
    Maybelline
    Arbonne
    MaryKay
    Merle Norman

Does anyone know of a good foundation or concealer for very very pale skin?? (one that's preferably cheap, too)
I think I have blue-ish undertones, but I'm not sure? Most makeup is too orange/rosy/warm? (pics: http://s930.photobucket.com/albums/ad147/bookbound93/?action=view&current=IMG_0280.jpg )

NO MINERALS POWDER! itll make ur skin look super flakey!
    covergirl sucks :/
theres no such thing as blue-ish undertones, sweetie. you have neutral/cool undertones. but try the neutral or warm undertones to cancel out the cool undertones.
i highly suggest the loreal truematch foundation in a neutral shade. dont get the roller, it sucks. try to catch it on a sale, cause loreal can get expensive

  5. Foundation isn't necessarily the answer; you should try a good exfoliate at least twice a week (Try St. Ives Apricot Scrub at drugstores), and a good moisturizer, I like Mary Kay Velocity. If you can also afford this, invest in a facial primer like Revlon and Clarion's Beauty Flash Facial Balm.

See if any of this is helpful.
