Well, my eyelashes aren't very long either, but I have been using olive oil on them at night (just rub it on) and they do seem to have grown considerably longer!
But then again I am still pretty young (15) so they're still growing.
But you should give it a try. Don't expect miracles overnight, it's more of a long-term thing, but it should help (:
If you are looking for an instant result, your best bet is to use false lashes. Ardell is a good brand.
Now if you are really wanted to have good lashes & have the money, then buy those lash serums which are suppose to strengthen & volumized lashes as well. A couple of the brands that has been tested & raved on would be the Lilash... L'oreal's Lash boosting serum is a good & cheap alternative compare to those incredibly expensive ones but still works the same.
If you really are short on budget, you can try using castor oil, jojoba or olive oil. Just brush it on your lashes before going to sleep every night. I have tried using castor oil & i didn't notice anything..plus im too lazy to do so, but a lot of people say that it does work.

Apply vitamin E oil to your eyelashes to stimulate growth. This vitamin is known to cause hair growth and sooth scalp irritations, so if you have eyelash loss due to irritation, this may reverse it. Apply the oil to your eyelashes with a clean eyelash brush. The act of brushing your lashes regularly may also stimulate growth.
