To get your hair in layers you flip your head upside down (like how you bend over to do squat thrust.) Once your head is flipped you cut straight. When you stand up straight you'll have layers. For the bangs you need to brush them straight then part them were you want it. Take one side of the bang and cut from the roots down. Then do the same thing to the other side. To get it to look like hers you straighten and hairspray it then comb it and shake it loose.
