Fix your eyebrows and your hair, stop making those corrosive faces and see a dermatologist. You look a little chubby in the first picture, but it isn't too bad I guess.

You're definitely not ugly! My favorite picture is the last one, wavy hair looks the best for you. I would try some acne products to even out your skin tone, or if it's really a problem, you could see a dermatologist and they could give you a prescription for it. Otherwise, your really pretty, I love the way you do your makeup! There really isn't much for you to change.

But there are a few things that you could improve.
Being a teenager is horrible enough without having to worry about acne, go to the doctor and ask if they can give you some medicated cream or pills that will make it go away. They can give you stuff that is stronger than what you can buy over the counter. In the meantime a good concealer will help! I love natio liquid concealer.
Also maybe go and get your eyebrows professionally shaped, people are trained on how to shape them to accentuate your features and suit the shape of your face.
If you feel like a change, dye your hair brown, if you don't like it you can always change it back but see how it goes!
You have great eyes, a cute nose, nice teeth and pretty smile so please don't feel self conscious about yourself or your looks!
You are very pretty!!! And i wouldn't mess with your hair, its great! Maybe upgrade your skin cleanser. Also, try using a lighter eyeliner (brown) and soften the liner edges a little... black is usually too harsh for people with light hair and skin!
