I have thick long brown hair, and i am getting my haircut tomorrow. i want a big fringe and my hair thinning, but is it a good choice to get it cut just above the shoulders?

Depending on how long it is now, you may regret getting it cut above the shoulders... I cut mine that short about a year and a half ago from several inches below shoulder, and I've regretted it since and have been desperately trying to grow it back.
But, its up to you really, depends what style you're going for.

No. I had Lovely long thick wavy hair about 4 inches from my butt and I got it cut into a bob (this was 7 months ago) I immediatly regretted it. Get it cut about 2 inches past your shoulders to see if you like/suit short-ish hair.
