    Yes I believe a black vest with a blue tie will be just fine

    Depends, what kind of blue is it? If it's navy or a darker blue, then it might be fine. A light blue won't work well. A black vest looks good either with a black or white tie, even a red tie might work. Some shades of purple work too. Don't forget to wear a cummerbund, it really adds a polished look to the tuxedo.
