Where would I find this?

    It is kind of hard to explain but my cousin has it. It is like a skirt and shirt but it is a dress. Do you know what I am talking about? What is it called? Where could I find one? Do they come in children's sizes? I want to get one for my neice. She is a size 12 but where would I find one in that size? Thanks for your help in advance! :D
